Does Health Insurance Cover Cosmetic Hand Prostheses?

A cosmetic hand prosthesis is a specialized orthopedic device designed to recreate the natural appearance of a lost arm, precisely replicating skin tone, palm lines, and even finger joints and tendons. Unlike a functional prosthetic hand, which focuses on movement, a cosmetic hand offers an optimal solution for those who want to maintain confidence in communication and social activities, while also protecting the residual limb from external impact and reducing the risk of injury and infection.

Under Vietnam's health insurance regulations, orthotic devices such as prosthetic limbs are currently NOT covered as reimbursable medical services, since they are classified as functional support equipment rather than treatment services. As a result, users typically must pay the full cost of fitting, repair, and maintenance themselves, which can directly affect access to these devices for those in need.

However, certain groups may receive partial or full state or social-program support. The first group is war invalids and people wounded while fighting in past conflicts (militia, guerrillas, youth volunteers, veterans, security volunteers), who are generally entitled to free provision or support for repair and replacement under regulations of the Ministry of Labor, Invalids and Social Affairs. The second group is commune/ward officials and battlefield laborers wounded while performing wartime duties, who may receive support under state policy or from social funds.

The third group is people with disabilities under the social-protection scheme, holding an official disability certificate, who may receive partial or full support for a cosmetic hand prosthesis and other orthotic devices - the exact level of support depends on the specific policy, and those in need should contact the relevant authority or a charitable organization for detailed guidance.
